I would go with the 12V. Peltier elements create a temperature difference between the hot and cold side, but if it is self heating too much, both the hot and cold side could get warmer than your beer, because the fan cannot keep up.
Cooling the hot side is crucial.
Even with PWM, if at 24V it is terribly inefficient above 50%, then what’s the point of having that range available?
