What are the specs on PoE for the Spark 4? I can’t find much anywhere; the introduction page seems to suggest it’s just passive PoE? Does that mean there’s no support for active PoE (802.3af/etc)?
Yes, the PoE is passive only.

Hi I’m wondering to buy spark 4, I have today 9 ea 5 wire valves can I use these on spark 4? where plus and minus are for opening and minus and plus for closing the valve on the same two wires
The spark 4 supports bidirectional valves/motors. I’m personally not familiar enough with the hardware to tell whether anything special applies for this specific kind. That is something @Elco will have to confirm.
With 5 wire valves, only 2 wires are needed for control, as a bidirectional motor. The other 2 are for status. You can use 2 output pins of the IO module.
